• Basic substance (Commodity substance):
  • listed in Annex IB, whose major-use is non-pesticidal ... minor use as a biocide ... and is not directly marketed for this biocidal use.

• Examples are given of basic substances:
  • carbon dioxide;
  • nitrogen;
  • ethanol;
  • 2-propanol;
  • acetic acid;
  • kieselguhr.
