The Biocidal Products Directive/Regulations

The European Commission are in the process of developing a new Biocidal Products Regulation based on the results of the 7 year review. For more information see ...

In the meantime, they have issued a proposal for a Directive extending the review period by three years. Download/View it here.

HSE have published several BPD/BPR related documents:

In Europe, The Commission has published decision papers on most of the borderlines between the BPD and other Directives. These are published separately from the 'Manual of Decisions'. All these documents can be found on the website of DG Environment in the European Commission:

Technical Notes for Guidance on a number of topics have been published by the European Chemicals Bureau (ECB). These cover Annex I inclusion, Data requirements, Dossier preparation and study evaluation, Human exposure and Product evaluation. Dangerous Preparations Directive/CHIP

Over the next eight years, the Preparations Directive (1999/45/EC) will be replaced by a new EU Regulation on classification, labeling and packaging of substances and mixtures (The CLP Regulation). See below ...


The EU Regulation classification, labeling and packaging of substances and mixtures (The CLP Regulation)

This Regulation will replace the current system of classification and labeling of substances and mixtures (preparations). All substances and mixtures will have to be re-classified and differently labeled. Thus, as just one example, Irritant label becomes Harmful. Substances will have to be reclassified and labeled by 30th November 2010 and mixtures by 31st May 2015.

The final CLP Regulation has been published in the Official Journal as Regulation (EC) No 1272/2008 of the European Parliament and of the Council of 16 December 2008 on classification, labeling and packaging of substances and mixtures, amending and repealing Directives 67/548/EEC and 1999/45/EC, and amending Regulation (EC) No 1907/2006 and came into force on 20th January 2009. The Regulation can be found at:

The CLP regulation is a large document (1355 pages) and you are advised to click the right hand mouse button on the Regulation link and select ‘Save Target As...’ rather than giving it a normal mouse click.


REACH (Registration, Evaluation, Authorisation and Restrictions of Chemicals)

The initial period for pre-registration of substances ended on 1st December 2008. Both the chemical industry (Cefic) and the European Chemicals Agency consider it to have been a success. In 2009, the Substance Information Exchange Forums (SIEFs) will get under way. Each company that pre-registers a substance will be a member of the SIEF for that substance. Each SIEF has the responsibility to share data, share costs in an agreed way, agree a hazard classification for the substance and proceed to full registration in one or more tonnage bands. SIEFs may lead to the formation of consortia.

30th and 31st ATPs Published
